Senate GOP Embrace Trump's Proposal to Replace Obamacare

American lawmakers are meeting during the weekend for the initial time since the federal closure began more than a month ago, but expectations for a bipartisan agreement on how to resolve the standoff appeared to recede as Republican senators proposed a proposal toxic to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Growing Impact of Government Shutdown

The impact on US citizens from the longest shutdown of the US government in history deepened on Saturday, as federal workers went without pay, carriers were forced to cancel flights and SNAP benefits have been postponed for forty-two million Americans.

President's Plan from Florida Resort

As Saturday's session got started, GOP senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Endorsement

Several Republican senators praised the proposal, which is similar to a replacement for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is truly better for the patient," one senator said.

Another senator praised Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's suggestion. "We must stop public funds from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."

Opposition Response

Democratic lawmakers shared concerned responses to Trump's proposal.

"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been rejected by the public and Congress."

Another senator reacted to the censure of insurance companies by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Really? Then I applaud your support for Medicare for All."

Continuing Talks

The Senate went into recess without finding a solution, but Senate Republican leaders have indicated an willingness to an emerging plan from a small group of centrist lawmakers to terminate the shutdown in return for a future vote on the Obamacare subsidies.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans turned down an proposal to reopen the government and continue the subsidies for a year.

Another senior Democratic lawmaker continued in arguing that Republicans should accept a 12-month continuation of the payments before negotiating the future of the subsidies.

"Doing nothing is derelict because people will go bankrupt, people will lose insurance, people will get more ill," the senator stated in a floor speech. "That is what will happen if this Congress does nothing."

Political Dynamics

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same carriers, or that Republican lawmakers need the support of several Democrats to reopen the government, and the concept of eliminating and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Several observers indicated that the core of such a plan would remove the ACA's mandate that carriers cover individuals with pre-existing conditions.

After his golf outing, Trump returned to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the proposal that was unsuccessful to secure enough support in 2017.
